Hans-Joachim Eckert, the head of the Fifa ethics committee’s adjudicatory chamber, and Michael Garcia, the prosecutor in charge of investigating the football governing body’s bidding process for the World Cup, have agreed that the report should be further reviewed.
The duo met on Thursday for the first time since Garcia publicly criticised Eckert for apparent misrepresentations in his summing up of the report. Following the meeting, Garcia’s report will be sent on to the chairman of FIFA's audit and compliance committee, Domenico Scala, who will decide how much of the report should be sent to the Fifa executive committee.
The pair also confirmed that the ethics committee had cases against individuals following the publication of Garcia's investigation. Eckert and Garcia said in a joint statement: “Both chairmen agreed that it is of major importance that the Fifa executive committee has the information necessary to evaluate which steps are required based on the work done by the Fifa ethics committee.”
The statement added: “The investigatory chamber has already opened a number of formal cases against individuals as a result of that inquiry. Neither the recent referral of the reports to the Swiss Federal Public Prosecutor’s Office nor the request to the chairman of the Fifa audit and compliance committee will interfere with those ongoing proceedings. Both chairmen stressed the vital role of the Fifa ethics committee in ensuring the highest standards of ethics and governance at Fifa. Irrespective of the independence of the two chambers, the two chairmen regard good communication as key to fulfilling that role.”
Meanwhile Canover Watson, a member of Fifa’s audit and compliance committee, has been charged with fraud, money-laundering and breach of trust by police in the Cayman Islands. The FIFA executive committee will next meet on December 18-19 in Marrakech, Morocco.
And then I see this new report one day later: Fifa has maintained it will not re-open the voting process for the hosting rights to the 2018 and 2022 World Cups, but president Sepp Blatter said that the confidential report into the bidding process for football’s showpiece events will be published in part...
Inch by inch, row by row... I can hear the chinks in the armour starting to crack! But before we get too excited, note the last 5 words above: "...will be published in part..." The redacting has already begun...

The word "temerity" (def: audacity, nerve, impudence, gall) comes to mind when I read this: "Michael Garcia, Chairman of the Investigatory Chamber of the Fifa Ethics Committee, has stepped down from his position a day after his complaints over the report into allegations of corruption during the bidding process for the 2018 and 2022 World Cups were dismissed by football’s global governing body, FIFA." The eimerity of Blatter to think he can bulldoze through anything he wants and no one will stop him. Well, Mr. Garcia is making a game of it! Thank goodness someone has the cojones to raise to the challenge!
